A massive underwater band of warm water known as a Kelvin wave, driven by El Niño conditions, is approaching Southern California and is expected to reach the San Francisco Bay Area by early October as it travels north toward Alaska. Unlike traditional ocean waves that break on shorelines, the Kelvin wave swells tides from beneath the surface and allows elevated water levels to linger. Scientists warn the phenomenon could raise sea levels along the California coast by half a foot to a foot, compounding the 8-to-12-inch sea level rise already recorded over the past century from climate change. Researchers and state officials warn that these elevated water levels pose heightened risks if they align with the year's highest tides in November and December and severe winter storms between January and March. Early erosion from the initial rise has already forced the closure of an Amtrak rail line along the Southern California coast. With critical transport routes, population centers, and low-lying coastal infrastructure vulnerable to flooding, emergency managers across the San Francisco Bay Area and Marin County have begun distributing sandbags, alerting residents and businesses, and updating local flood response plans.

Kelvin Wave Approaches California Coast: Hydrological Characteristics

Driven by active El Niño conditions, an immense underwater pulse of warm water has crossed the Pacific Ocean, collided with the South American coastline, and begun surging northward along North America as a Kelvin wave. Marine researchers explain that unlike standard breaking waves or tsunamis that transport moving walls of water onto shorelines, a Kelvin wave acts as a massive underwater slosh that swells base tides from beneath the surface. This mechanism allows higher water levels to linger along the coastline, with water levels projected to rise by half a foot to a full foot as the system travels past Southern California toward the San Francisco Bay Area and Alaska.

Mike Jacox, a research oceanographer with the National Marine Fisheries Service, stated that Kelvin waves on their own are not always hazardous to coastal land, though they can curtail the growth of phytoplankton that forms the base of the marine food web. Scientists emphasize that the primary physical hazard arises when the prolonged, elevated water levels created by the wave coincide with storm surges or peak astronomical tides, which significantly amplifies the destructive potential of incoming water along the coast.

Compounding Risks from Winter Storms, Tides, and Extreme El Niño

Dr. Jonathan Warrick, a research geologist with the US Geological Survey, warned that the arriving Kelvin wave represents only the initial phase of coastal hazards, noting that California typically faces its largest storms, largest waves, and very large tides during January, February, and March. A recent memo from the California Coastal Commission noted that California's highest tides of the year will occur in November and December. Storm damage becomes most severe when coinciding with high tides, and a developing 'super' El Niño layered on top of human-caused ocean warming has increased the probability that elevated sea levels will overlap with intense storm systems.

Climate scientist Daniel Swain stated that coastal flooding is practically certain at this point, adding that a wetter-than-average winter will also heighten inland flood risks where freshwater outflows and saltwater inflows mingle. Pointing to the winter of 1997-1998, Swain noted that similar compounding hazards triggered disaster declarations across 21 of California's 58 counties. That storm season caused massive coastal erosion, massive landslides that ruptured and buried highways, towering waves in Santa Cruz and San Francisco Bay Area harbors, levee failures north of Sacramento, and extensive water damage to thousands of homes and businesses. Current Pacific Ocean surface temperatures are even warmer than before the 1997 disaster.

Early Impacts on Transport and Vulnerable Coastal Infrastructure

Several coastal zones are already experiencing direct disruptions from rising water levels. Climate scientist Daniel Swain reported that just the first few inches of elevation in Southern California have caused sufficient erosion to close the Amtrak rail line along the coast, calling the development only the beginning of broader vulnerabilities. The rail closure demonstrates that even modest sea-level increases are actively degrading ground stability before peak storm systems arrive.

Swain warned that the San Francisco Bay Area is particularly vulnerable due to its geography and infrastructure layout. The region concentrates critical transportation arteries, major population centers, and campuses of large technology companies within six feet of sea level. As the Kelvin wave crawls northward, the high density of inhabitants and valuable economic assets situated in these low-lying zones face an acute exposure to projected inundation.

Local Emergency Management and Precautionary Actions

To prepare for the incoming water levels and potential flooding, local governments and emergency managers across the San Francisco Bay Area have begun supplying sandbags while working to secure critical low-lying infrastructure. Authorities are simultaneously contacting coastal businesses and residents to alert them to the incoming hazards posed by the Kelvin wave and prolonged sea-level rise, urging early protective action.

In Marin County, located just north of San Francisco, officials had already initiated preparations for general El Niño conditions before receiving recent reports detailing projected sea-level heights. Nick Brubaker, chief resilience officer for the Marin County Office of Emergency Management, stated that the new projections have shifted the agency's baseline planning assumptions for flood response. Brubaker observed that the county experienced high-tide flooding in January of this year even without the compounding effects of an elevated Kelvin wave.
