A Hong Kong court on September 11, 2026, sentenced three former leaders of the disbanded Hong Kong Alliance in Support of Patriotic Democratic Movements of China to prison terms ranging from five to over seven years under the national security law for inciting subversion. Former vice-chair Chow Hang-tung was sentenced to seven years and three months, while former chair Lee Cheuk-yan received seven years, following not-guilty pleas from both defendants. Former vice-chair Albert Ho, who pleaded guilty, was sentenced to five years and two months. The court also imposed a fine of HK$1.5 million on the disbanded Alliance organization itself. Trial judges ruled that the group's decades-long call to "end one-party dictatorship" amounted to an unlawful incitement to subvert state power and challenge the leadership of the ruling Communist Party. The sentencing concludes a legal proceeding stemming from charges filed in September 2021, throughout which the defendants remained in custody. Lee's family stated he plans to appeal, while the United Nations, foreign governments including the United States, Germany, and France, and rights groups such as Amnesty International issued statements criticizing the convictions.

Sentencing Details: Penalties for Three Alliance Leaders and the Organization

The sentencing delivered by three government-appointed judges at West Kowloon Court laid out specific terms for the three defendants, who had faced a maximum statutory penalty of 10 years in prison. Human rights lawyer Chow Hang-tung, 41, and former lawmaker Lee Cheuk-yan, 69, both entered not-guilty pleas and had remained in continuous custody since being charged in September 2021. Following their conviction, both sought reduced sentences before the court handed Chow seven years and three months and Lee seven years.

Veteran pro-democracy lawmaker Albert Ho, 74, pleaded guilty in January, securing a mitigated term of five years and two months in prison. The court also ordered the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, the disbanded entity behind three decades of annual candlelight vigils commemorating the 1989 Tiananmen Square crackdown, to pay a fine of HK$1.5 million (equivalent to approximately $190,000 to $191,300).

Judicial Ruling and Charges: 'End One-Party Dictatorship' Deemed Subversion

The central focus of the prosecution revolved around the longstanding political slogans promoted by the Hong Kong Alliance. The three designated judges ruled that the organization's core call to "end one-party dictatorship" constituted an unlawful attempt to incite the subversion of state power and undermine the leadership of the Chinese Communist Party. During proceedings, prosecutors maintained that the Chinese constitution guarantees the primacy of the ruling party, while judicial summaries stated that the defendants disseminated subversive messages across various public activities and social media during an unsettled social climate.

The trial commenced in January 2026 before reaching a conviction on August 21. Representing herself during the May hearings, Chow Hang-tung argued to the court that the law itself was on trial. Both Chow and Lee Cheuk-yan insisted that the Alliance had never encouraged unlawful conduct and maintained that their public activities fell under protected speech. However, the trial judges rejected the defense argument that the activists believed they operated within legal boundaries, concluding that their actions crossed the threshold into unlawful incitement.

Defendants' Courtroom Demeanor and Family Reactions: Planned Appeals and Statements

Inside the packed courtroom as proceedings commenced, Chow Hang-tung and Lee Cheuk-yan stood and smiled toward the public gallery, while Albert Ho maintained a serious expression. Following the announcement of the penalties, Lee appeared to pray as officers escorted him from the dock, while Chow blew a kiss to observers in the public gallery and raised both arms to wave.

Outside the court, Lee's wife Elizabeth Tang told reporters that her husband had anticipated the worst outcome, remained calm, and intended to lodge an appeal against the ruling. Tang stated that the decision was very hard to accept and described the sentences as a broader punishment for the millions of people who had attended or supported the annual candlelight vigils.

Chow's mother, Medina Chow Lau Wah-chun, addressed supporters outside the courthouse, urging them not to feel overly saddened, disheartened, or guilty, while noting that the legal proceedings had placed historical accounts into official court records. In a pre-sentencing statement published on her Patreon page, Chow wrote that if pursuing democracy makes her a criminal under a law that cannot accommodate her beliefs, she would rather be a criminal than betray her conscience.

For today's verdict, you do not need to be overly saddened. Do not lose heart. And above all, do not feel guilty.

International and Rights Reactions: Global Condemnation and Historical Vigil Context

Following the sentencing, the United Nations, foreign governments, and rights organizations issued statements criticizing the convictions. US Assistant Secretary of State Riley Barnes stated on social media that the Tiananmen vigils sought only to remember the past and honor the lives lost in that assault. Germany and France, in a joint position following the August convictions, stated that peaceful advocacy for human rights does not constitute a crime, noting that Chow Hang-tung received the Franco-German Human Rights Award in 2023. Chinese authorities maintained that the national security law remains necessary to preserve stability in the territory.

Amnesty International Deputy Regional Director Sarah Brooks described the prison terms as a triple tragedy for the penalized activists, the victims and survivors of the 1989 crackdown, and Hong Kong residents denied public space to discuss historical events. For three decades, the Victoria Park gathering served as the sole large-scale public commemoration of the crackdown on Chinese soil, drawing tens of thousands of participants each year. Hong Kong authorities barred the annual event in 2020 citing coronavirus health regulations, and the vigils were never resumed before civil society groups dissolved.

This sentencing is a triple tragedy: for the activists being unjustly punished; the survivors and victims of the Tiananmen crackdown itself; and the generations of Hongkongers denied the space to discuss one of the most consequential events in modern Chinese history.
