Eighteen suspects detained in connection with the July 2021 assassination of Haitian President Jovenel Moïse were extradited from Haiti to Florida on Sunday, September 20, 2026, to face federal trial. The group transferred to U.S. custody includes 17 former Colombian soldiers and Joseph Badio, a former anti-corruption official in Haiti's Ministry of Justice. Jason Reding Quiñones, U.S. Attorney for the Southern District of Florida, stated that 30 individuals have been indicted in the plot as federal prosecutors continue to pursue financiers and facilitators. Haiti's Ministry of Justice and Public Security announced that it surrendered the detainees to facilitate judicial proceedings, noting that domestic prosecution efforts in Haiti have faced significant difficulties stemming from judicial resignations and gang violence. The extradition transfers the core remaining defendants from a paralyzed local legal system to American federal court, marking the start of a broader trial phase over the international conspiracy behind the presidential killing.

Extradition Operation and U.S. Federal Jurisdiction

U.S. federal authorities formally took custody of the 18 transferred individuals in Florida to face federal prosecution. Jason Reding Quiñones, U.S. Attorney for the Southern District of Florida, stated on social platform X that federal prosecutors will follow the evidence to all parties who financed, facilitated, supported, or committed crimes to execute the assassination. Quiñones noted that five years after the killing, the U.S. justice system continues to bring defendants before American courts, affirming that federal investigations into the broader criminal network remain underway.

FBI Special Agent in Charge Brett Skiles disclosed that authorities executed multiple arrests both within the United States and abroad on Sunday. Skiles emphasized that federal investigators remain steadfast in ensuring that every individual who allegedly sought to profit from the assassination of a head of state is held fully accountable under the law. The transfer brings the total number of individuals indicted in federal court for the assassination plot to 30, expanding U.S. jurisdictional oversight across the conspiracy's financing, operational planning, and execution tiers.

Suspect Profiles and Defense Claims

The individuals extradited from Haiti include 17 former Colombian soldiers and Joseph Badio, a former employee of the anti-corruption unit in Haiti's Ministry of Justice. Badio, identified by investigators as a central figure, was arrested in Haiti in October 2023 after remaining a fugitive for more than two years; U.S. defense lawyers representing other defendants have asserted that Badio served as the mastermind behind a scheme to use the president's arrest to execute the assassination. Authorities previously indicated that several suspects envisioned carrying out a coup rather than a fatal shooting.

During previous court proceedings in Haiti, the detained Colombian soldiers testified that they were subjected to physical beatings, death threats, and forced to sign official legal documents written in a language they did not understand. Diana Marcela Arbeláez Llano, the wife of one of the Colombian suspects, stated in a phone interview from Colombia that the sudden extradition caught relatives by surprise and left them in deep uncertainty. Arbeláez noted that all the Colombian detainees are severely ill due to the notoriously inhumane conditions inside Haitian prisons, expressing hope that their health might improve in the United States and that they will be given the opportunity to establish their innocence before the court.

Haitian Judicial Stalls and Cross-Border Cooperation

Haiti's Ministry of Justice and Public Security explained that the Haitian government decided to strengthen cooperation with American judicial authorities and surrender the suspects to allow the legal proceedings to reach a successful conclusion. Official statements from Haiti confirmed that domestic proceedings continue to face significant difficulties. Following the July 2021 attack in which Moïse was shot 12 times at his private residence and his wife was injured, a local appeals court ordered a new investigation in October 2025, marking the third inquiry into the killing and prompting Haitian justice officials to formally request assistance from the United States and Canada.

Earlier domestic investigations in Haiti had repeatedly stalled because presiding judges continually resigned from the case over fears for their lives. Furthermore, armed gangs seized control of the downtown Port-au-Prince courthouse where judges were conducting interrogations of the suspects. Relatives of the Colombian detainees had previously lodged complaints regarding recurring delays following the 2021 arrests, noting that investigations were continuously paralyzed by escalating gang violence, death threats, and a crumbling institutional system, factors that ultimately led Haitian authorities to transfer the defendants to U.S. federal jurisdiction.

Prior U.S. Convictions and Ongoing Fugitive Tracking

Prior to the latest extraditions, federal proceedings in Florida had already secured convictions against multiple participants in the plot. In May, a federal jury found Arcángel Pretel Ortiz, Antonio Intriago, Walter Veintemilla, and James Solages guilty of conspiring to kill or kidnap Haiti's elected leader and providing material support. Ortiz and Intriago served as principals for South Florida security firm CTU, while Veintemilla led the South Florida financing firm Worldwide Capital Lending Group. Additionally, at least five other conspirators have pleaded guilty in federal court to life sentences, including a retired Colombian army officer and a Haitian-Chilean businessman who previously acted as an informant for the U.S. government.

Haitian-American citizen Christian Sanon remains in custody awaiting trial in federal court. Investigators revealed that the alleged conspirators initially selected Sanon to replace Moïse, planning for him to award lucrative state contracts for infrastructure projects, security forces, and military equipment to CTU once installed in power. Law enforcement authorities also continue to track several key fugitives tied to the plot, notably Dimitri Hérard, the former head of security at Haiti's National Palace. Hérard escaped custody two years ago after a powerful gang federation stormed Haiti's two largest prisons, leaving him among the central figures still evading justice.
