A new report by the United Nations Educational, Scientific and Cultural Organization (UNESCO) reveals that 113 developing countries spent more on servicing foreign debt than on education in 2025, meaning children lost out to debt servicing. In sub-Saharan Africa, countries spent an average of 3.6 times more on debt than on education, with 18 nations spending over five times more on loan repayments. This imbalance is expected to worsen as global aid to education declines. Low- and lower-middle-income countries already lost 21% of their education aid in 2023, a figure that is projected to reach up to 30% by 2027. Some nations, including Afghanistan, Mali, Niger, and Liberia, have already experienced aid cuts exceeding 40% within a three-year period. Min Jeong Kim, the director of UNESCO's education division, warned that these trends trap developing countries in a cycle of austerity, underinvestment, and stalled development. Kim stated that this situation weakens economic growth, erodes domestic revenue mobilization, and ultimately diminishes these nations' capacity to manage their debt over time.

Imbalance Between Debt Servicing and Education Spending

According to research by UNESCO, most developing countries spent less on education than they did repaying debt last year. In 2025, more was spent on servicing foreign debt than on education in 113 developing countries, meaning children lost out to debt servicing. This imbalance is particularly pronounced in sub-Saharan Africa, where countries spent an average of 3.6 times more on debt than on education. Within this region, 18 countries spent over five times more on loan repayments than on educational funding, illustrating the scale of the financial pressure on their domestic budgets. The UN's culture and education agency pointed out that this allocation of resources directly compromises the ability of these nations to support their school systems and invest in their youth.

Predicted Declines in Global Education Aid

According to the UNESCO report, the financial strain on developing nations is compounded by a projected decline in international support. Low- and lower-middle-income countries have already experienced a 21% reduction in the education aid they received in 2023. The UN agency warns that this downward trend is expected to continue, with global funding cuts to education potentially reaching up to 30% by 2027, leaving these nations with even fewer resources to support their schools.

The impact of these funding cuts is already visible in several vulnerable nations. Over a three-year period, countries including Afghanistan, Mali, Niger, and Liberia have already lost more than 40% of their education aid. This rapid withdrawal of international funding leaves these governments struggling to maintain basic educational services while they simultaneously manage their heavy external debt obligations, further widening the gap in school funding.

The Cycle of Austerity and Stalled Development

Min Jeong Kim, the director of UNESCO's education division, has issued a warning regarding the consequences of these current debt and aid trends. Kim stated that the existing approaches to these financial challenges effectively keep developing nations trapped in a damaging cycle of austerity, underinvestment, and stalled development. This situation prevents these countries from allocating necessary resources to critical sectors that are essential for long-term progress.

According to Kim, this ongoing financial squeeze is actively weakening the positions of these nations when it comes to fostering economic growth. Furthermore, the lack of investment erodes domestic revenue mobilization, which in turn diminishes the capacity of these governments to handle and service their foreign debt obligations over time, creating a self-reinforcing economic obstacle.
