A 74-year-old Michigan native, Hubbard served in both the U.S. Air Force and the National Guard before spending decades abroad as an English teacher, eventually moving in 2014 to the eastern Ukrainian city of Izyum. Russian forces captured him in Izyum shortly after the launch of the invasion in February 2022. Russian prosecutors subsequently alleged that Hubbard had signed a contract with the Ukrainian military to fight as a mercenary for approximately $1,000 per month, manning a checkpoint, which culminated in a 2024 Moscow court sentence of nearly seven years in a penal colony.

Because of his deteriorating physical health following his prolonged imprisonment, Hubbard is expected to be transported directly to a military hospital in Texas to receive medical treatment upon his arrival in the United States.

A U.S. official had previously stated that special envoy Steve Witkoff's travel to Russia was expected to incorporate direct efforts to win the release of the wrongfully detained citizen, carrying out the administration's stated commitment to bringing imprisoned Americans back home.

After Gilman returned to the United States aboard a specialized medical plane, a State Department spokesperson expressed hope that his transfer would facilitate the subsequent release of other Americans unjustly held across Russia.
