According to an announcement published on the Azerbaijani presidency's official website, President Ilham Aliyev on Wednesday signed a clemency decree pardoning a total of 20 individuals. The official statement explained that the presidential decision was made after taking into consideration the individuals' personalities, physical state of health, family circumstances, and other relevant factors.

在此次获释的人员名单中，法国公民马丁·赖安备受外界关注。赖安此前在阿塞拜疆遭到司法起诉，并于3月被当地法院以间谍罪罪名正式定罪并判处十年监禁。此次总统法令的颁布，使赖安在巴库监狱服刑数月后直接获得了免于执行余下刑期的特赦。

Among those granted clemency was French national Martin Ryan, who had been serving a 10-year prison sentence in Baku following his conviction on espionage charges in March. The presidential decree directly freed Ryan from serving out the remainder of his decade-long sentence after months of incarceration in Azerbaijan.

One day prior to the clemency announcement in Baku, European Union member states reached a compromise agreement to extend the bloc's sanctions regime against Russia. Diplomats stated that under the terms of the deal, Russian billionaire Alisher Usmanov and fellow Russian billionaire Mikhail Fridman were removed from the EU sanctions blacklist, effectively lifting their asset freezes and travel bans.

Addressing the adjustments to the blacklist, a senior diplomat in Brussels told AFP that France had pushed for the EU to remove sanctions on a Russian billionaire in an effort to secure the release of French prisoners held in Azerbaijan. Furthermore, three European diplomats told Reuters that Paris had privately indicated Baku was using Usmanov to exert pressure over the case of two French nationals detained in Azerbaijan, an assertion that Baku has firmly rejected.

The European Union's decision to drop the asset freezes and visa travel bans against the two Russian billionaires drew immediate, sharp pushback from Ukraine. Officials in Kyiv strongly argued that the European bloc should be actively ramping up economic and political pressure against Moscow rather than offering sanctions relief to prominent Russian figures.

Ukrainian Foreign Minister Andriy Sybiga took to social media to voice harsh condemnation of the compromise deal, contending that the decision handed Moscow a sense of impunity, resulted in the humiliation of the European Union, and sowed division among European partners. To counter this outcome, Sybiga urged all individual EU member states to announce without delay that they will impose their own national-level sanctions on the two individuals.
